Advances in aircraft availability, sensor technology, and unmanned aircraft regulations are reshaping how mapping projects are planned, collected, and delivered. This presentation examines how these developments are transforming aerial acquisition operations.

The session highlights three emerging trends shaping the industry's future. First, modular strut-mounted pod sensors are expanding the range of aircraft capable of supporting aerial survey, increasing flexibility, scalability, and geographic reach. Second, FAA modernization efforts through Part 22 and the broader Modernization of Special Airworthiness Certification (MOSAIC) initiative are creating new opportunities for light-sport aircraft to serve as cost-effective commercial survey platforms. Finally, attendees will receive an update on the evolving Part 108 framework and what expanded Beyond Visual Line of Sight (BVLOS) operations could mean for integrating larger, more capable drones into mapping workflows.

Rather than predicting a single future, this presentation examines where these technologies are best applied, how they complement existing survey platforms, and the operational considerations firms should evaluate. Automating ADA-Compliant PDF Exports with ArcGIS Pro and Python

Government GIS departments increasingly rely on automated map production workflows to deliver public-facing geographic information products. As accessibility requirements expand under the Americans with Disabilities Act (ADA), traditional GIS export workflows often struggle to produce consistent, accessible PDF outputs at scale. This presentation demonstrates how Johnson County modernized its GIS export environment by transitioning from legacy ArcMap workflows to an automated ArcGIS Pro and Python-based export framework focused on ADA-compliant PDF generation.

This session highlights a production-ready automation pipeline using ArcGIS Pro, Python, Windows batch automation, SQL Server integration, and centralized logging to create reliable, scalable, and accessible map exports. Attendees will learn how accessibility features such as embedded fonts, vector text preservation, and PDF accessibility tagging were standardized directly within Python export scripts.

The presentation will also cover operational strategies that improved overnight batch reliability, including retry handling, error isolation, logging, and automated metadata updates. Real-world lessons learned and recommendations for building sustainable GIS automation workflows will be discussed.

Challenges in Wetland Delineation Fieldwork Across Kansas and Missouri

Wetland delineation serves as a critical component of environmental permitting, infrastructure development, and natural resource management throughout Kansas and Missouri. However, accurately identifying and mapping wetlands in the field remains a complex undertaking due to highly variable site conditions, seasonal hydrologic fluctuations, and diverse land use practices. Practitioners must evaluate hydrophytic vegetation, hydric soils, and wetland hydrology under conditions where one or more indicators may be absent, obscured, or difficult to interpret. Challenges such as prolonged drought, agricultural disturbance, invasive vegetation, altered drainage systems, sediment deposition, and limited site accessibility can complicate the delineation process and increase uncertainty in wetland boundary determinations.

This presentation examines common field challenges encountered during wetland delineations in Kansas and Missouri, including access constraints, indicator interpretation, boundary determination, and documentation requirements. Drawing from field experience and the integration of pre- and post-field desktop analyses, practical strategies to improve delineation accuracy, consistency, and defensibility can be developed. The presentation will also highlight how GIS tools, LiDAR data, historic imagery, soils information, and hydrologic datasets can be leveraged to better prepare for field investigations, support wetland boundary decisions, and enhance project outcomes.

Data-Driven Eligibility Design for Johnson County's 2026 Property Tax Relief Pilot

Additional funding for the 2026 Property Tax Relief Pilot Program enabled Johnson County, Kansas, to consider expanding eligibility criteria in order to serve more residents. The Departments of Treasury, Taxation, and Vehicles (TTV) and Technology and Innovation collaborated to identify datasets capable of estimating the number of eligible households under various scenarios. Several sources were reviewed, including County Appraiser data and American Community Survey (ACS) datasets. ACS 5-year Public Use Microdata Sample (PUMS) was selected because household-level records were needed to evaluate combinations of eligibility criteria, including income, property value, household size, age, and veteran disability status.

These datasets were integrated into a Tableau dashboard that allowed TTV staff to interactively adjust key variables and compare alternative eligibility scenarios. Combined with historical program data, including application counts, eligibility rates, and tax relief payments, the dashboard was used to project participation levels and estimate program costs. The resulting projections closely matched actual outcomes: 718 eligible applicants were projected, compared with 687 actual eligible applicants.

This presentation highlights practical applications of ACS PUMS, the value of interactive dashboards for policy design, and the cross-department collaboration that enabled data to directly inform eligibility criteria and funding decisions.

From Tracts to Interstates: Scaling Overdose Analysis Across Kansas

Overdose data in Kansas forces a unit-of-analysis problem. Counts are too small for stable tract rates across most of the state, and the phenomenon itself ignores the polygons we store data in because drug supply moves along highways and interstates, not county boundaries.

This session tours four geospatial projects built for the Overdose Response Strategy (ORS) program, each resolving that problem at a different scale with a different method:

1. Empirical Bayes-smoothed overdose rates at the tract-level, paired with Bayesian classification of local overdose ecosystems and modeled naloxone saturation, stabilizing small-area estimates where counts are sparse and most counties are rural.

2. Naloxone vending machine siting: a weighted suitability analysis balancing overdose burden and access gaps.

3. Interstate corridor analysis assigning overdose incidents by road-mile buffer, running spike detection at county and corridor scales, and scoring cross-county spike pairs on time decay, distance decay, drug-signature overlap and shared corridor to flag candidate common events.

4. Kansas Overdose Data Assistant (KODA), an AI conversational tool under development that lets non-GIS partners query Kansas overdose data and its geography without opening a map.

Geospatial Innovation for Aging Canals: A Path to Water Security

Water scarcity is limiting agricultural productivity in Puerto Rico’s Isabela Irrigation District following hurricane damage to Guajataca Dam in 2017. With full rehabilitation not expected until 2032, improving the performance of the district’s early 20th century canal system is critical to sustaining water delivery. This project applied high-resolution topo-bathymetric LiDAR and photogrammetry to support canal rehabilitation planning. The data were used to generate detailed topographic mapping and 3-inch orthophotography, enabling extraction of critical infrastructure features and development of a comprehensive surface model covering more than 44 miles of canals and laterals. These datasets supported condition assessment, identification of capacity constraints, and preparation of planning documents for targeted improvements to canal conveyance and water quality.

The project demonstrates how integrated geospatial technologies can accelerate infrastructure evaluation and support cost-effective rehabilitation of legacy irrigation systems.

      Permits/Sales Experience Builder Applications and Comparing AI Building Footprint Extraction Tools

      The Johnson County Appraiser’s Office partnered with DTI AIMS to develop three Experience Builder applications that support key appraisal workflows: a task routing app for permits and sales collection, and separate applications for residential and commercial sales searches. Together, these tools allow staff to filter by multiple categories, define map extents, select parcels, create field work routes, research sales, and generate reports and CSV outputs for hearings and data review. This session will highlight the core features of each application and outline future plans for improving digital field data workflows in the Appraiser’s Office.

      In addition, the presentation will review our experience with a pilot project using our aerial imagery vendor’s AI tools for impervious surface extraction, including features such as buildings, bridges, paved roads, parking lots, driveways, and other hardscape surfaces. We will also discuss our internal work using ESRI’s deep learning tools for building footprint extraction and our experience applying these tools in-house.
